In Samia Suluhu and Emmanuel Nchimbi,
Tanzania Finds Steady Leadership for Continuity
Tanzania’s ruling party, Chama Cha Mapinduzi (CCM), has placed its trust in Dr. Samia Suluhu Hassan and Secretary General Dr. Emmanuel Nchimbi to steer the country forward towards the 2025 General Election. Both leaders advocate for a people-centered approach to development and possess a distinguished history that equips them to advance Tanzania’s socio-economic and political aspirations beyond the October 25th elections. Their endorsement as President and Vice President candidates by CCM’s 1,917-member Extraordinary National Congress in January 2025 highlights their shared history and values, which strengthen their joint ticket for the upcoming election.

Shared Values and Common Ground
Dr. Samia and Dr. Nchimbi both pursued an Advanced Diploma in Administration at the Institute of Development Management (IDM-Mzumbe), albeit at different times—an early testament to their shared passion for public service. Both leaders believe that effective government bureaucracy is key to transforming lives. They hold firm that elected leaders must prioritize the needs of the people and make inclusive decisions based on public input.
Their paths first crossed in Zanzibar in 2005—Dr. Samia was serving as the Minister of Health, Gender, and Children in the Revolutionary Government of Zanzibar, while Dr. Nchimbi was the District Commissioner for Bunda on the mainland. The two spent time discussing ways to strengthen CCM’s service to Tanzanians, forging a bond rooted in their mutual commitment to national progress.
This shared vision and values laid the groundwork for Dr. Samia’s decision to nominate Dr. Nchimbi as her running mate for the October 2025 elections.
Their collective experience, dedication, and commitment to uplifting citizens’ lives will be pivotal in transforming Tanzania’s economic, social, and political development over the next five years. Under their leadership, Tanzania is well-positioned to prosper and stand out among its African peers.

A Servant-Mother to a New Tanzania
Despite marrying shortly after completing her secondary education and starting her career as a government typist, Dr. Samia never abandoned her dream of pursuing higher education. Balancing work and family responsibilities, she earned an Advanced Diploma in Administration from IDM-Mzumbe in 1986 and later graduated with a Master’s Degree in Economics from the University of Manchester, UK, in 1994. In 2015, she earned her Master’s in Social Economic Policy through a joint program by the Open University of Tanzania and Southern Hampshire University, UK.
Since joining the Zanzibar House of Representatives in 2000, Dr. Samia has been widely admired for advocating transformative reforms and fostering unity to drive positive policy change. Her people-centered approach led her to serve in influential positions, including Minister for Union Affairs, Vice-Chairperson of the Constitutional Review Constituent Assembly, and later as Vice President in 2015.
Dr. Samia is a staunch advocate for quality education and equal opportunity. Her reforms in the education sector have positioned Tanzanians to compete in the global scientific and technological landscape. Notably, her administration overturned a controversial policy, allowing pregnant girls to return to school after giving birth, enabling over 10,000 girls to continue their education.
Additionally, her education scholarship scheme has supported over 1,000 students to pursue science-related courses in various universities, fostering inclusivity and empowering the youth.
As a compassionate leader, Dr. Samia has championed maternal and child healthcare, opening numerous health facilities nationwide. Her efforts have significantly reduced maternal mortality rates, earning international recognition. In February 2024, the Gates Foundation honored her with the Global Goalkeeper Award, the first for an African leader, recognizing Tanzania’s progress in maternal, newborn, child nutrition, and health (MNCNH).
Under her leadership, Tanzania achieved an 80% reduction in maternal mortality and a one-third reduction in under-five mortality rates—from 67 to 43 per 1,000 births.
Looking ahead, Dr. Samia is committed to building an inclusive economy that attracts local and foreign investment, creates youth employment, and increases citizen incomes. She plans to build on her first term’s achievements by supporting the growth of the private sector to further drive Tanzania’s development.

Born Humble, Raised to Serve
Raised in a strict Catholic family of government bureaucrats, Dr. Nchimbi learned the values of humility and public service early in life. His father, John Nchimbi, a former Assistant Commissioner of Police and CCM National Executive Committee member, instilled in him a sense of discipline, commitment, and honesty—values that have shaped his career in public service since 1998 and in politics from 2003.
At just 32 years old, Dr. Nchimbi was elected National Chairperson of the CCM Youth Wing (UVCCM), a leadership training ground for future party leaders. During his 10-year tenure, he focused on cultivating ethical leadership and encouraging youth to engage with grassroots communities to understand their struggles and actively work toward solutions.
Serving as Member of Parliament for Songea Constituency (2005–2010), Dr. Nchimbi gained valuable insights into the daily challenges faced by ordinary Tanzanians. This experience cemented his belief in a bottom-up development approach, engaging communities in crafting sustainable solutions.
As Minister of Home Affairs in 2010, he pioneered community policing to ease tensions between police and communities. His efforts, under the leadership of then-President Jakaya Kikwete, resulted in a significant reduction in crime rates and fostered greater public trust in the police force.
As a Vice President hopeful, Dr. Nchimbi is committed to serving all Tanzanians. He believes in President Samia’s vision and is ready to offer unwavering support in fulfilling the CCM’s election manifesto.
